Slim brown green midge with brown legs.  Notice the rear body extending beyond the wings. The ♂ has deep feathered antennae giving it an excellent sense of smell.  The ♀ has straight antennae.

They look like the House mosquito but do not feed on blood nor do they sting. The ♂ are seen in large swarms in sunny spots.

LA:
Even up close it is difficult to distinguish from the mosquito although there are minor differences. 
≈ The CULEX PIPIENS (House mosquito) has smaller translucent wings always held against its body.
